PROBLEM TO BE SOLVED: To solve the problem in TT that an estimated position of a target deviates significantly from an actual position due to sudden veering or a sudden change in a speed of the target, and therefore actual movements of the target cannot be tracked even if processing is performed to change a filter coefficient in accordance with a change in an estimated speed.SOLUTION: A target motion estimating device is loaded on a target detector which repeatedly transmits and receives electromagnetic waves to scan a prescribed area. The target motion estimating device is equipped with: an echo signal acquisition unit; a Doppler velocity acquisition unit for calculating a Doppler velocity on the basis of an amount of phase change; a target information acquisition unit for acquiring an observation position of a target on the basis of the echo signals acquired by the echo signal acquisition unit; an observation position correcting unit for generating a corrected position which is the observation position of the target corrected with the Doppler velocity of the target obtained by the Doppler velocity acquisition unit; and a prediction unit for calculating a predicted position which is a predicted observation position of the target obtained at a subsequent scan on the basis of the corrected position.
