An airtight bagged water guide device and a bagged water water dispenser having the same. The airtight bagged water guide device comprises a piercing part (11) configured to pierce a bagged water (3) at an upper portion thereof and receive water therefrom, and a connection head (12) connected to a guiding conduit (2) of a water dispenser. A water delivery channel is provided between the piercing part (11) and connection head (12) and passes through the piercing part (11) and connection head (12). The piercing part (11) comprises a piercing head (111) and a positioning part (112) connected thereto. The piercing head (111) is provided with a piercing structure (1111). The positioning part (112) is provided with a positioning structure (1121). The bagged water water dispenser comprises a bagged water container configured to accommodate a bagged water, and the airtight bagged water guide device disposed in the bagged water container. The airtight bagged water guide device is simple in structure and has a favorable air tightness, preventing water leakage and water contamination, and ensuring convenience and health when using the airtight bagged water guide device.
