The present invention is used in a cold and hot water machine using a plastic bag, in the plastic bag perforation unit including a drain pipe and a perforation, the drain pipe has a drainage passage formed therein, at least one inlet is provided on the upper wall, and flows into the inlet. The water is transferred to a cold or hot water dispenser along the drainage passage of the drain pipe, and the perforation is fixed to the upper portion of the drain pipe, and the plastic bag is drilled to drain the water stored in the plastic bag to the outside of the plastic bag.
