The present invention provides a smart parking monitoring management system and a parking mode-based vehicle-into-place detection method. The system comprises: a vehicle detector, a wireless communication unit, and a parking monitoring management center, wherein the vehicle detector comprises: an infrared detection module and a GMI detection module. The vehicle detector is used for comprehensively processing a signal about whether there is a vehicle in a parking space, detected by the infrared detection module, and a vehicle disturbance geomagnetic field magnetic anomaly signal, detected by the GMI detection module, about the parking space, generating vehicle information about the parking space, and then sending same to the wireless communication unit. The parking monitoring management center is used for processing the received vehicle information about the parking space, and performing monitoring management and charging management on the information about the parking space according to a processing result.
