An image processing system of the present invention includes an image processing device and an image restoring device. The image processing device includes a changed image generating unit that generates a second image obtained by changing a specific subject (e.g., person, animal, vehicle, etc.) contained in a first image (e.g., image, etc., captured by a monitoring camera), and an output unit that outputs either the first image or the second image depending on the viewer. The image restoring device includes an image acquiring unit that acquires a subject image equivalent to the specific subject contained in the first image, and a restoring unit that combines a background image obtained by eliminating the subject image from the first image with the subject image to generate the second image. Accordingly, disclosure and concealment of the subject image can be controlled according to the purpose of use of image data, and protection of the privacy of a person appearing in the image data can be facilitated.
