Provided are a method and apparatus for switching between networks, and an eMSC and an SCC AS. The method comprises: when it is determined that a called terminal is in a ringing state or a state before ringing, single radio voice call continuity (SRVCC) switching failing; and continuing to perform terminating call processing based on a visited network after switching.
