The present invention relates to an apparatus for diagnosing blood circulation disorders by using pulse transit time, and a method for diagnosing blood circulation disorders by using the same. The apparatus for diagnosing blood circulation disorders by using pulse transit time comprises: a measurement unit for measuring the electrocardiogram (EKG) and pulse wave of a subject to be measured; a detection unit for detecting time information with respect to any one point in the QRS section from the Q wave point to the S wave point of the measured EKG, and the peak value point and/or foot value point of the pulse wave; a calculation unit for calculating the mean value of pulse transit time by using the detected time information, and calculating a first discrimination index for determining whether there are vascular diseases by using the mean value of pulse transit time, and/or a second discrimination index for determining whether the type of vascular diseases is a cardiovascular disease group or a cerebrovascular disease group; and a diagnosis unit for diagnosing, by using the first and/or second discrimination indices, the blood circulation disorders of the subject to be measured. Therefore, the present invention: can non-invasively measure blood circulation disorders at low cost since the risk of vascular diseases can be predicted by measuring a pulse wave and EKG; can be utilized in the first screening of a normal group and a disease group through a simple measurement of pulse transit time; and can be applied in various areas such as a medical check-up at hospitals, wellness platforms and other personal healthcare programs.
