The present invention relates a blood circulation disorder diagnosing device using pulse wave delivery time and a blood circulation disorder diagnosing method using the same. The blood circulation disorder diagnosing device using pulse wave delivery time includes: a measurement unit which measures the electrocardiogram and pulse wave of a measurement subject; a detection unit which detects time information about any one of QRS sections from a Q wave point to an S wave point in the measured electrocardiogram and about at least one point from a foot point to a peak point in the pulse wave; a calculation unit which calculates the average value of the pulse wave delivery time by using the detected time information and calculates at least one between a first determination index of determining whether vascular disease exists or not by using the average value of the pulse wave delivery time and a second determination index of determining whether the type of the vascular disease is a cardiovascular disease or cerebrovascular disease; and a diagnosis unit which diagnoses the blood circulation disorder of the measurement subject by using at least one between the first and second determination indexes. The present invention can: measure blood circulation disorder at a low cost and in a non-invasive way since the prediction of vascular disease risk is possible through the measurement of pulse wave and electrocardiogram (EKG); use a normal group and a disease group for primary screening through a simple pulse delivery time measurement; and be applied to various fields such as a hospital health screening, a wellness platform, and other personal health care programs.
