A lignite semi-coke oxygen deficient combustion boiler, comprising multiple cyclone oxygen deficient combustion means and a boiler body. The boiler body comprises a secondary combustion chamber (5), as well as a boiler heated surface (3) and a smoke discharge port (4) provided on the upper part of the secondary combustion chamber (5); the cyclone oxygen deficient combustion means is an inverted heat-insulating cyclone separator provided with a center cylinder (2); each cyclone oxygen deficient combustion means is connected to the secondary combustion chamber (5) of the boiler body. The lignite semi-coke oxygen deficient combustion boiler has high combustion intensity, a high slag capture rate, low pollutant discharge, and a wide load adjustment range.
