The eNodeB operated by the first operator can arrange the ON-OFF cycle operation for interference avoidance. The eNodeB receives a Physical Broadcast Channel (PBCH) and a Physical Downlink Shared Channel (PDSCH) from another eNodeB operated by the second operator. The transmit coverage of the eNodeB partially overlaps the transmit coverage of the other eNodeB. The PBCH carries a master information block (MIB), the PDSCH identifies the available unauthorized channels and identifies a single system information block including a Public Land Mobile Network (PLMN) identity for the network operating on the unlicensed channel (SIB). The eNodeB uses the MIB and SIB1 to identify that the second eNodeB is operated by the second operator.
