The eNodeB manipulated by the first operator can align the ON-OFF cycle operation to avoid interference. The eNodeB receives a physical broadcast channel (PBCH) and a physical downlink shared channel (PDSCH) from other eNodeBs operated by the second operator. The transmission coverage of an eNodeB partially overlaps the transmission coverage of another eNodeB. The PBCH carries a master information block (MIB), and the PDSCH identifies a non-licensed channel that is available and a single system information block containing a public land mobile network (PLMN) identity for a network operating using the unlicensed channel.
