The present invention relates to surface-modified graphene quantum dots and a synthesizing method thereof. According to the present invention, a surface of graphene quantum dots can be modified through a single step reaction of coupling and/or ring cleavage at the relatively low temperature. In addition, according to the present invention, a hydrophilic group and a hydrophobic group of the graphene quantum dots can be appropriately regulated, and the present invention can be applied as an effective surfactant because of being stable for several months.;COPYRIGHT KIPO 2017
