The present invention relates to a wire rope unwinding device and a wire rope inserting device using the same, which can multiply and simultaneously unwind a plurality of wire ropes for reinforcing a concrete structure, and can insert the unwound wire ropes into the concrete structure all at the same time. The wire rope unwinding device in accordance with an embodiment of the present invention, comprises: a rack main body which is in a hexahedral shape where an upper frame, a lower frame, and a side frame are combined to receive a plurality of wire ropes that are wound therein, and is equipped with casters around bottom surface edges of the lower frame; a plurality of diaphragms installed inside the rack main body to dispose the wire ropes to be able to divide inside the rack main body; pressurizing rollers installed on each of the upper frame, the lower frame, and the side frame of the rack main body to dispose an axial direction in a pentagonal shape so as to be rotated in a direction opposite to a wound direction of the wire ropes; a driving motor installed on any one pressurizing roller among the pressurizing rollers installed on each of the upper frame, the lower frame, and the side frame of the rack main body so as to generate rotary force; and a power transfer part interlocked with the pressurizing rollers to rotate the pressurizing rollers installed on each of the upper frame, the lower frame, and the side frame of the rack main body all at the same time depending on whether the driving motor is driven.
