The present invention relates to a mobile handcar for collecting wastes, and more specifically, to a handcar in which a waste bag can be hung in a gap between an internal circular bending pipe and an external circular bending pipe and can be easily detached and attached by using a clip fixing unit and which is able to load cleaning tools and cleaning products and to easily collect wastes while moving around. The present invention provides a mobile handcar for collecting wastes, which comprises: a supporter (10a) which is able to support a waste bag or a burlap bag; a pair of wheels (4) which are rotatably mounted on a rear surface of the supporter; a pair of side vertical bars (7) which are connected to both sides of the supporter and which are extended in a vertical direction; a pair of rear vertical bars (5a) which are connected to the rear side of the supporter and which are extended in a vertical direction; a handle frame (5b) which is connected to the pair of rear vertical bars which form a handle unit; an internal circular bending pipe (6a) which is connected to the top end of the pair of side vertical bars (7); and an external bending pipe (6b) which is combined with the external side of the internal circular bending pipe (6a) by a supporter bolt to form a gap and which has a clip-type fixing unit (1). An opening unit of a waste bag or a burlap bag, which is mounted on the supporter, is put in the gap between the external circular bending pipe (6a) and the internal circular bending pipe (6b), and the waste bag or burlap bag is opened and unfolded and is fixated by using the clip-type fixing unit.
