The present invention relates to a method for preparing a porous carbon catalyst having a meso-macroporous structure. The method according to the present invention comprises the steps of: 1) mixing first silicon oxide beads having an average diameter of 400-600 nm, second silicon oxide beads having an average diameter of 40-60 nm and a solvent to form a silica template; 2) mixing the silica template, a precursor containing carbon and nitrogen optionally with a transition metal, and a solvent to form slurry; 3) heating the slurry to allow evaporation of the solvent, thereby forming a powdery composite; 4) heating and carbonizing the composite under inert gas, followed by cooling, to form crystalline carbon; and 5) washing the crystalline carbon with an acid to form a porous carbon catalyst. The porous carbon catalyst doped with nitrogen and iron and having a meso-macroporous structure shows activities similar to those of a commercially available platinum catalyst, and has a large surface area by virtue of both mesopores and macropores to allow easy access of reactants and products. In addition, it is possible to produce the catalyst with ease through a one-pot process. Further, the catalyst has a small thickness, thereby increasing the cost efficiency of a process for producing a fuel cell, and significantly improves the reduction characteristics of a cathode of a fuel cell.
