Provided is a functional health food composition for preventing and ameliorating diabetes or stabilizing blood sugar, containing an extract obtained by fermenting balsam apple and garlic with Bacillus amyloliquefaciens Jis-1 as an active ingredient. Also, provided is a pharmaceutical composition for preventing or treating diabetes or stabilizing blood sugar. The composition of the present invention is not toxic to human body, and also shows antidiabetic effects such as effects of regulating body weight, increasing sugar intake, and regulating blood glucose.
