The present invention relates to a novel metal catalyst for producing cyclic carbonates, and a method for producing cyclic carbonates using the same, and more specifically, to a method of selectively producing cyclic carbonates at high yield and at a higher conversion rate than conventional catalysts by using a metal complex containing a ligand represented by chemical formula 1, and a trivalent Group 8 or Group 13 metal as a catalyst, and epoxide compounds of various structures and carbon dioxide as starting materials. Also, the present invention relates to the cyclic carbonates produced above and an electrolyte comprising the same.
