The present invention relates to a braille block composition and a method of manufacturing a braille block using the same configured to recycle blast furnace slag, which is a byproduct produced in a steel mill, to produce high-strength braille block having a compressive strength of 600-700 kg/m^3 and a flexural strength of 6-8 kg/m^3; does not cause problems by penetration of water due to excellent abrasion resistance and complete waterproofing; causes no problems caused by radiant heat in the summer due to excellent heat island effect; and quickly melts even on a frozen or frosted road surface due to the absorption of sunlight in the winter. To achieve this, the present invention comprises: 64-80 wt% of an upper-board compound of blast furnace slag, 10-20 wt% of cement, 8-12 wt% of resin mortar, and 2-4 wt% of a pigment; 68-80 wt% of a lower-board compound of blast furnace slag, 10-20 wt% of cement, and 10-12 wt% of resin mortar.
