The present invention relates to composition for reducing a work function of a metal oxide electron collecting layer, a reverse structure organic solar cell using the same, and a manufacturing method thereof. According to the present invention, a built-in potential can be increased by decreasing a work function of a metal oxide by modifying a surface of a metal oxide electron collecting layer which is a component of the reverse structure organic solar cell, and the efficiency of the reverse structure organic solar cell using a polymer can be improved by facilitating the movement and collection of a charge through the formation of a polymer nanodot by a neutral polymer.
