According to the present invention, disclosed are a system and a method for controlling an alarm for non-wearing of a seating rider safety belt. When a rider seating in a seat of a vehicle is not wearing a safety belt, an alarm is applied. When an item having a weight which is equal to or higher than the rider is put on the seat, a false alarm can be prevented. The disclosed system for controlling an alarm for non-wearing of a seating rider safety belt comprises: an ultrasonic wave sensor unit for receiving reflection signals by transmitting ultrasonic wave signals into a vehicle; a heat sensor unit for sensing a temperature with respect to a heat source in the vehicle to be outputted to a voltage value; a non-wearing sensing unit for sensing non-wearing of a safety belt in each of seats of the vehicle; a control unit for measuring a current distance between each of seats through the ultrasonic wave sensor unit and recognizing a seating state and an item putting state of each seat by comparing the distance with a seat standard value, or recognizing that a person is seated in a corresponding seat when a value obtained by subtracting an average value (A) of block voltage values within an assigned range from an average value (B) of block voltage values outside the assigned range outputted from the heat sensor unit exceeds a standard parameter value; and an alarm output unit for outputting an alarm for non-wearing of a safety belt in each of seats according to the control of the control unit. According to the present invention, only the riding of a person in each of seats is recognized by separating persons and items when non-wearing of a safety belt is alarmed.;COPYRIGHT KIPO 2017
