The present invention provides an apparatus and a method for operating a reservation coin, a sort of virtual currency, for operating a truck reservation system which can reduce a traffic congestion in a carrying in/out peak time in a container terminal. The apparatus comprises: a reservation server which receives the number of entering trucks through a webpage from a transportation company server to calculate a fee for congestion depending on a congestion level and to manage reservation coins provided to a transportation company, and generates reservation information according to the number of waiting trucks and the number of returning trucks to a plurality of transportation companies; and a terminal server which provides services in a terminal for all trucks arriving at the terminal on the basis of the reservation information generated in the reservation server.;COPYRIGHT KIPO 2017
