The present invention relates to a pipeline management apparatus and a pipeline management method using distribution or aggregation of fine particles, capable of managing a fluid in accordance with characteristics of a pipeline. According to the present invention, the apparatus has two or more operation modes including first and second modes. When being operated in the first mode, the apparatus generates a first mode frequency to change zeta potential of fine particles included in a fluid into (+). When being operated in the second mode, the apparatus generates a second mode frequency to change the zeta potential of fine particles included in the fluid into (-). The first mode frequency diffuses fine particles included in a (+) electrically-chargeable fluid of which scalability is lowered when being electrically charged into (+) more than an unprocessed state, and aggregates fine particles included in a (-) electrically charged fluid, of which scalability is lowered when being electrically-chargeable into (-) more than an unprocessed state. The second mode frequency aggregates the fine particles included in the (+) electrically-chargeable fluid more than an unprocessed state and diffuses the fine particles included in the (-) electrically-chargeable fluid more than an unprocessed state.;COPYRIGHT KIPO 2017
