The present invention relates to a method for producing an oxygen reduction reaction catalyst comprising the step of adsorbing a halogen atom on a metal surface. The catalyst according to the method of the present invention suppresses the leaching of Ni at the PtNi surface and consequently the durability of the PtNi alloy catalyst is increased. The present inventors artificially adsorbed halide on PtNi surface to finally produce halide-treated PtNi nanoparticles, confirming the high ORR catalytic activity and stability of the nanoparticles. The halide-treated PtNi nanoparticles prepared by the method of the present invention provide excellent ORR reactivity in the fuel cell because the leaching of Ni is suppressed.
