Provided are a policy-based orchestration method in an exascale grade cloud storage environment, and a storage system applying the same. According to an embodiment of the present invention, the storage orchestration method allocates a storage space to a user as a combination of different storage, and adjusts the combination in accordance with a usage pattern of the user in the future.
