A policy based orchestration method in an exascale class cloud storage environment and a storage system using the policy based orchestration method are provided. A storage orchestration method according to an embodiment of the present invention allocates a storage space to a user as a combination of different storages and adjusts a combination according to a usage pattern of a user in the future. As a result, the storage can be autonomously operated optimally, and efficient and economical operation of the storage becomes possible.;
