The present invention relates to a cleanser composition containing natural medicinal ingredients fermented with complex effective microorganisms, the cleanser composition which is effective in preventing and treating bacterial inflammatory diseases. More specifically, the present invention relates to the cleanser composition containing natural medicinal ingredients fermented with complex effective microorganisms, the cleanser composition which helps in preventing and treating inflammatory diseases through the balance of the effective microorganisms by injecting sea salt and brown rice skin powder into rice-washed water, additionally injecting the complex effective microorganisms including Bacillus subtilis, lactic acid bacteria, yeast and the like other than Bacillus natto extracted from fermented soybeans into the rice-washed water to obtain a culture medium, adding a mixture of the natural medicinal ingredients including lemon myrtle, mulberry leaves, Coptidis Rhizoma, Phellodendri Cortex, Sophora flavescens, Torilidis Fructus, Kochiae Fructus, Scutellariae Radix, and Salvia miltiorrhiza having anti-inflammation effects to the culture medium, and fermenting a mixture of the culture medium and the natural medicinal ingredient mixture, thereby preparing the cleanser composition. Accordingly, the cleanser composition of the present invention can be manufactured into pad type, insertion type, underpants type, mask type, or tissue type products such as sanitary pads, baby diapers, incontinence pads, critical patient′s pads for urine and feces, masks, toilet paper and the like according to needs of a user since the cleanser composition has excellent formulation characteristics obtained through first coating, second coating, and drying. Further, the cleanser composition of the present invention can be applied to soaps, cleaning agents, cosmetics, and health food comprising, as active ingredients, the cleanser composition which exhibits an effect of preventing proliferation of bacteria and molds due to the imbalance of the effective microorganisms such as lactic acid bacteria and the like causing inflammations of a reproductive organ, a defecation organ, and a respiration organ.;COPYRIGHT KIPO 2017
