The present invention relates to a Bacillus subtilis SCDB 352 (KCCM11834P) strain having lipase secretion ability, glutamate productivity, and antibacterial activity against harmful microorganisms and not producing biogenic amines, and uses thereof. According to the present invention, a microbial formulation containing the Bacillus subtilis SCDB 352 strain or a culture medium thereof as an active ingredient can be very useful as a food, especially, an anti-obesity food, a food additive, a feed additive or a medicine. Particularly, the Bacillus subtilis SCDB 352 strain of the present invention can suppress the proliferation of harmful microorganisms without secreting biogenic amines during the fermentation process of fermented paste, and can bring about the effect of producing a safe fermented paste product without toxicity by using the strain, thereby being useful for industrial use.
