The present invention relates to a flame retardant with excellent flame retardancy comprising a complex which is formed by phosphine oxide and a transition metal salt. Further, the present invention relates to a composite flame retardant and a flame retardant antistatic composition which have a reinforced flame retardant effect. The composite flame retardant comprises the flame retardant as described above and an inorganic flame retardant component, and the flame retardant antistatic composition comprises the above-mentioned flame retardant or composite flame retardant, and a carbon nanofiber antistatic agent. The carbon nanofiber antistatic agent can effectively reduce an amount of the flame retardant by interacting with the flame retardant, and is combined with the flame retardant without reciprocally inducing side effects negatively acting on interactive performance such that the carbon nanofiber antistatic agent does not have an effect on a subsequent foaming process, and structure and physical properties of a foam. Further, the present invention relates to a flame-proofing method comprising adding the above-mentioned flame retardant, composite flame retardant or flame retardant antistatic composition to material. Accordingly, the material exhibits flame retardancy or flame retardancy and antistatic properties, and has excellent mechanical properties.;COPYRIGHT KIPO 2017
