PROBLEM TO BE SOLVED: To provide a new flame retardant suitable for preparation of a flame-retardant material; a composite flame retardant having an improved flame retardant effect; and a flame retardant antistatic composition containing an antistatic agent and a preparation step of a product.;SOLUTION: There are provided a halogen-free flame retardant which contains a complex formed from phosphine oxide and transition metal salt, where the transition metal is preferably metal of group VIII, and more preferably is a flame retardant being Co and/or Ni; a composite flame retardant in which a flame-retardant effect is improved by addition of an inorganic flame retardant component being at least one selected from magnesium hydroxide and aluminum hydroxide; a flame retardant antistatic composition containing a carbon nanofiber antistatic agent (conductive filler); and a process of preparing a product in which flame retardance is improved by addition of a polymer material (particularly, polypropylene foam material or molded body).;SELECTED DRAWING: Figure 2;COPYRIGHT: (C)2018,JPO&INPIT
