The present invention relates to a cleaning chemical recovery apparatus having a flow disturbance body and a spot cleaner system including the same. According to the present invention, the spot cleaner system comprises: a storage tank to store a cleaning chemical; a cleaning chamber to receive the cleaning chemical from the storage tank to clean an object to be cleaned; a cleaning chemical recovery apparatus to accommodate the cleaning chemical used in cleaning the object (10) to be cleaned to liquefy a gasified cleaning chemical; and a ring blower to suck the gasified cleaning chemical existing in the cleaning chamber to blow the gasified cleaning chemical into the cleaning chemical recovery apparatus, and blow gas remaining after recovered by the cleaning chemical recovery apparatus into the cleaning chamber. The cleaning chemical recovery apparatus comprises: a body having an accommodation space to collect the cleaning chemical used in cleaning the object to be cleaned; a condensing tube which is disposed on the body and maintains an atmosphere of the accommodation space at a temperature of a liquefying point of the cleaning chemical or lower to condense the gasified cleaning chemical collected in the accommodation space; a plurality of flow disturbance bodies disposed in the accommodation space in a grain form to turbulently move the gasified cleaning chemical to increase a stagnant time of the gasified cleaning chemical; and a drain pipe to discharge the liquefied cleaning chemical out of the accommodation space.
