The present invention relates to a method of manufacturing a paper having a rodent repellent effect by including fly ash containing a coffee extract and a paper manufactured by the method. The method of manufacturing a paper according to the present invention is characterized by adding the fly ash containing the coffee extract into a pulp in a step of decomposing the pulp. The paper manufactured by the method of the present invention increases strength (wave, pressure, tension) and increases the weight of the paper. The paper has one step higher quality and maintains superior rodent repellent effect for a long time, thereby preventing damage of a packaging box caused by the rodent during a storage process or a circulation process for a long time when manufacturing the packaging box.
