Provided is a composition of environmentally-friendly and moisture-permeable water-proof film with excellent low-temperature properties, obtained by comprising a polyurethane resin derived from vegetable biomass and an organic solvent, wherein the polyurethane resin derived from vegetable biomass comprises: 20-50 wt% of a vegetable-derived polyol based on a total weight of solids in the polyurethane resin; 10-40 wt% of a polyether polyol having a weight average molecular weight of 2000 g/mol-5000 g/mol; 20-45 wt% of diisocyanate; and 2-10 wt% of a chain extender. A environmentally-friendly and moisture-permeable water-proof film with low-temperature flexibility and cold resistance, as well as an excellent moisture-permeable water-proof property, which can be obtained by being prepared using the same, is also provided.
