The present disclosure relates to an energy storage or collection device having an electrode material comprising exfoliated nanotubules to which electroactive or photoactive nano-sized particles or layers are attached, and a method of making such a device. The exfoliated nanotubes and attached nanoscale particles and layers can be readily fabricated by methods such as coating, dissolving, or cast extrusion or melt extrusion to form electrodes. The electrolyte can also be used in polymer form to disperse the nanotubes and to enable melt fabrication.
