Ontology-based reasoning apparatus and method using the knowledge of expert

Disclosed are a device and a method for inferring based on ontology by using expert knowledge. The disclosed device for inferring based on ontology comprises: an input part receiving a plurality of expert knowledge composed of conditions and results; a conversion part converting the received knowledge into rules based on the ontology; and an inference performance part inferring a conclusion by using the converted rules, and generating an explanation with respect to the rules which cause the conclusion. The rules include a condition node corresponding to the conditions, a result node corresponding to the results, and an edge which connects the condition node and the result node. The edge includes the edge direction and an edge value. The edge value can be the explanation of a relation of the condition node and the result node.
