Disclosed are a system and a method for registering traffic accidents by using clustering analysis of minimum accident information. According to the present invention, a traffic accident report terminal is installed in each of a plurality of vehicles, and minimum accident information including at least accident time and an accident position is transmitted when the traffic accident report terminal detects a traffic accident. Then, a traffic registration device extracts accident time and accident position information from the received minimum accident information, investigates associated accidents occurring in the same place and the same time slot to set the associated accidents as a cluster accident by comparing the received minimum accident information with previously received minimum accident information, and determines the size of the accidents to request for emergency rescue. Therefore, the present invention allows more efficient response to the cluster accident such as a multiple collision accident.
