The present invention relates to a method of producing a hydrocarbon-reforming catalyst plate by using an electrolytic and chemical polishing process, wherein the method comprises the steps of: supporting a mixture in which transition metal powder and oxide powder are mixed; drying and calcining the supported mixture; molding the calcined mixture by cold Isostatic pressing to produce an ingot; sintering and reducing the ingot; cutting the reduced ingot into the shape of a plate; and performing electrolytic and chemical polishing on the cut plate by using an electrolyte solution.
