By mixing water and air, an initial liquid containing fine bubbles is generated (step S11). The fine bubbles have a bubble diameter of 1 탆 or less. The bubble density of the initial liquid is measured (step S13). When the density does not satisfy the target density (step S14), the initial liquid is heated and decompressed to evaporate the liquid (step S15). As the volume of the liquid decreases, the density of the minute bubbles increases, and the high-density minute bubble liquid is easily obtained. Alternatively, the density of the fine bubbles of the initial liquid is increased by using a filter that does not allow the fine bubbles to pass therethrough, whereby the high-density fine bubble liquid is easily obtained (step S15). When the bubble density of the initial liquid is higher than the target density, the initial liquid is diluted (step S16).
