The present invention relates to a heat insulating box having a simple structure, strong against impact and corrosion, and not easily broken, and having a fire function, and an insulating box, a wall or a floor panel to which the insulating plate is applied. The heat insulating insulating plate includes a vacuum insulating plate and a foamed material cladding at least one side surface of the vacuum insulating plate. An aluminum film is provided outside the foamed material, or a metallic paint is coated outside the foamed material. A nonwoven fabric or a glass fiber layer is provided between the foam material and the aluminum film, and a metal paint is coated after the nonwoven fabric or the glass fiber layer is clad in the foam material (aluminum paint is preferable).
