The active component comprises the first metal component in the form of Co, the second metal component selected from Ce, La and Zr, and the third metal component selected from Pt, Ru, Rh and Re. The catalyst comprises the first metal component of 10-35 wt %, the second metal component of 0.5-10 wt %, the third metal component of 0.02-2 wt %, and the carrier is the rest. The carrier is a porous material of a spherical shape.
