An off-line semantic processor of a limited resource voice-based device, such as a mobile device, uses an offline grammar model with reduced resource requirements to facilitate off-line semantic processing with the resource-constrained device. In some implementations, a request to the resource-constrained device is semantically processed to identify one or more possible response action (s) that may be performed by the resource-limited device. Statistics for executing possible response actions can be analyzed to select a qualifying response action from the possible ones. In various implementations, the statistics for performing possible response actions may relate to the execution of one or more of the possible response actions by the resource limited device after the request has been submitted. An offline grammar model in a resource limited device may be updated to include a mapping of the submitted request and the qualifying answer action, wherein the offline grammar model creates mappings for requests and actions that are performed offline by the resource limited device.
