PROBLEM TO BE SOLVED: To provide an intermediate substrate that can control blocking and is used for manufacturing an irregular transfer sheet with polygon attachment parts.;SOLUTION: The surface of the intermediate substrate of an irregular transfer sheet includes independent, multiple first areas and second areas that surround the first areas. The arithmetic average roughness Ra1 is measured pursuant to JIS B 0601:1994 with the cut-off value of the first area at 0.8 mm, and the arithmetic average roughness Ra2 is measured pursuant to JIS B 0601:1994 with the cut-off value of the second area at 0.8 mm, satisfying the relation of Ra1≠Ra2.
