PROBLEM TO BE SOLVED: To prevent and improve congestion.;SOLUTION: A right vehicle speed calculation device 1 receives, from a plurality of vehicles 2, vehicle state information including positions on a map of the vehicles and their speed, and external information on the outside of the vehicles, and has a storage device store them. It receives traffic situations on a prescribed road from a traffic situation analysis device 3, and has the storage device store the traffic situation by making it included in external information on a vehicle located at a corresponding position.
