PROBLEM TO BE SOLVED: To enable countermeasures against an attack in advance.;SOLUTION: A countermeasure instruction device according to the present invention includes a threat information recording unit, a countermeasure information recording unit, a countermeasure determination unit, and a countermeasure transmission unit. The threat information recording unit records threat information which is information for identifying a threat level, a transmission source, a transmission destination, and time. The countermeasure information recording unit records a plurality of pieces of countermeasure information which is information for identifying a countermeasure method. The countermeasure determination unit selects the countermeasure information based on an emergency level that becomes higher as the threat spreads faster or a threat scale that becomes greater as there are more threats, which is obtained from the threat information. In the case of a predetermined high degree of emergency and a large threat scale, the countermeasure determination unit selects the countermeasure information including countermeasures for a transmission source or a transmission destination device which is not included in any threat information recorded in the threat information recording unit.
