PROBLEM TO BE SOLVED: To appropriately detect a transmitter of a detection target by making a stationary transmitter that is unlikely to be detected by a mobile terminal, easy to detect.SOLUTION: A transmitter detection system 1 includes a transmitter detection device 10 and mobile terminals 20. The transmitter detection device 10 comprises: an extraction part for extracting a first stationary tag that is a stationary tag of which the number of times of detection is less than a predetermined threshold, based on totalization information obtained by totalizing the number of times of detection of the stationary tag by one or more mobile terminals 20; a decision part which makes a decision to increase a radio wave strength of a radio signal that is generated by the first stationary tag; and a transmission part which transmits a strength change instruction to increase the radio wave strength of the first stationary tag, to the one or more mobile terminals 20. The mobile terminal 20 comprises: an instruction reception part which receives the strength change instruction; and an instruction transmission part by which when a first stationary transmitter is detected, an instruction to increase a radio wave strength is transmitted to the first stationary transmitter based on the strength change instruction.SELECTED DRAWING: Figure 1
