PROBLEM TO BE SOLVED: To provide a watching notification device, a watching system, and a watching method that reduce the frequency of false reports and allows indications of an object person's abnormality to be found.SOLUTION: A watching notification device 10 includes an acquisition unit 11, an evaluation unit 12, a generation unit 13, and a communication unit 14. The acquisition unit 11 acquires the consumption of resources by an apparatus 31 used in an object space where a watched object person lives from a measuring device 30. The evaluation unit 12 evaluates a difference between a first consumption, i.e. a total value of the acquired consumption per day and stored as reference and a second consumption, i.e. a total value of the consumption of the latest one day acquired by the acquisition unit 11. The generation unit 13 generates notification information if the difference between the first consumption and the second consumption according to evaluation by the evaluation unit 12 is a prescribed value or more. The communication unit 14 transmits the notification information generated by the generation unit 13 to a registered notification device 20 through a telecommunication line 21.SELECTED DRAWING: Figure 1
