PROBLEM TO BE SOLVED: To provide a program creation device having a function for optimizing a processing order in consideration of a processed shape or a processing history.SOLUTION: A numerical control device (program creation device) 1 comprises: a processing process analysis part 100 for extracting and analyzing at least one processing process from a processing program 200, and for generating information related to the processing process; a processing process scoring part 110 for scoring a processing process on the basis of information related to the processing process; and a processing order determination part 120 for determining an order of the processing process on the basis of the scores given to the processing process by the processing process scoring part 110, therein the information related to the processing process includes a processed shape to be processed by the processing process, and the processing process scoring part 110 scores the processing process on the basis of the processed shape to be processed by the processing process.SELECTED DRAWING: Figure 13
