PROBLEM TO BE SOLVED: To provide a waste recovery device and waste recovery method capable of efficiently recovering a waste fixed in a buffer material.;SOLUTION: A waste recovery device 10 includes a device body 11 capable of traveling along an advance direction in a disposal tunnel, and digging means 15 provided at a tip of the device body 11. The digging means 15 includes: a central protective pipe 16 having an opening larger than a diameter of a waste 2; and a cutter head 17 having a cutter spoke radially expanding from a peripheral surface of the central protective pipe 16 and capable of rotating around the central protective pipe 16, and a cutter bit attached to a front surface of the cutter spoke.
