PROBLEM TO BE SOLVED: To prevent an increase in a primary storage capacity while suppressing influence on broadcasting.SOLUTION: Upon receipt of a video file from a terminal device 20, a video data management apparatus 100 stores the received video file in a primary disk, and permits editing of the video file stored in the primary disk. The video data management apparatus 100 also determines whether the video file stored in the primary disk is already broadcasted or not. When the video file stored in the primary disk is already broadcasted, the video data management apparatus 100 moves the broadcasted video file from the primary disk to a secondary disk.
