PROBLEM TO BE SOLVED: To enable reduction of a processing load imposed on creation of a library.SOLUTION: A video filing part 12 accumulates video data received from plural encoders 52 into a continuous accumulation DB 30. A video data comparator 14 specifies a start time of library edition on the basis of a timing that the variation amount of video data received from a certain encoder 52 exceeds a predetermined amount. An edition request accepting part 16 manages, in a virtual library file managing table 32, information of video data of the certain encoder 52 which have been accumulated in the continuous accumulation DB 30 from the start time till the end time. A library edition processor 18 generates a library on the basis of the managed information. When there is a distribution request before the creation of the library is completed, a library distribution part 20 distributes the video data corresponding to a distribution-requested library on the basis of the information of the virtual library file managing table.
