PROBLEM TO BE SOLVED: To provide a video data processing by a video decoding device.SOLUTION: A video decoding device can receive a plurality of video representation format subsets. The plurality of video representation format subsets can correspond to a plurality of layers. Each of the plurality of video representation format subsets can include one or a plurality of video representation parameter values. The video decoding device can receive a video representation format subset index related to a current layer (for example, in a cross layer parameter set).
